The present disclosure relates to a 5G or 6G communication system for supporting higher data transmission rates. A method performed by a terminal in a wireless communication system according to an embodiment disclosed herein may comprise the steps of: receiving an RRC message from a base station, the RRC message including information related to a target cell for a handover, valid condition information about the target cell, and information indicating handover type; receiving information related to turning off a serving cell from the base station; and performing the handover on the basis of configuration information about the target cell and the valid condition information about the target cell.
