An electromagnetic brake, comprising a brake disc (120) and a brake structure (110). The brake disc (120) is configured to be connected to a wheel; the brake structure (110) is rotatably arranged in the brake disc (120); the brake structure (110) comprises a coil holder (111), at least two excitation coils (112), and at least two brake assemblies (113); the excitation coils (112) and the brake assemblies (113) are arranged in one-to-one correspondence; the excitation coils (112) are wound in the coil holder (111); the brake assemblies (113) are hinged to the coil holder (111); the brake assemblies (113) can rotate with respect to the coil holder (111) to a release state or a brake state; when the brake assemblies (113) are in the release state, the excitation coils (112) are energized, and the brake assemblies (113) are attracted to the coil holder (111); when the brake assemblies (113) are in the brake state, the excitation coils (112) are de-energized, and the brake assemblies (113) abut against the inner sidewall of the brake disc (120). In actual use, at least two separate brake systems are provided to improve the safety of vehicle travel. The present application also relates to a vehicle.
