A transmission device comprising: a first transmission member having a first axis as the center axis thereof; an eccentric rotating member having integrally coupled therein a main shaft rotatable around the first axis and an eccentric shaft having a second axis as the center axis thereof; a second transmission member rotatably supported by the eccentric shaft; a third transmission member facing the second transmission member and having the first axis as the center axis thereof; a first gear shift mechanism between the first and second transmission members; and a second gear shift mechanism between the second and third transmission members. The second transmission member (8) comprises: a first half body (8a) rotatably supported by the eccentric shaft (6e); a second half body (8b) facing the first half body (8a) across a housing space (SP) for a balance weight (W); and a coupling member (8c) provided so as to surround the housing space (SP) and coupling both half bodies. The coupling member (8c) has a first work window (11) that enables work whereby the balance weight (W) is inserted into the housing space (SP). As a result, a more compact and lighter device can be achieved even if a balance weight for an eccentric rotation system is provided.
