The present disclosure provides a switching processing method and apparatus, and a communication device. The method of embodiments of the present disclosure comprises: when a first core network cannot provide a network service for a terminal, a first access network device sends a switching request to a second core network, the switching request being used for requesting to switch the service of the terminal from the first core network to the second core network, wherein the first core network and the second core network respectively comprise different network nodes, and each network node supports one or more of a mobility management function, a session management function, and a user plane function.
