This surface processing structure comprises a plurality of blocks which are three-dimensional objects disposed on a target surface which is a surface of a target object, and are arranged side by side in a first direction parallel to the target surface. Each of the plurality of blocks has an inclined surface extending from the upstream side to the downstream side in the first direction so that the distance from the target surface gradually increases. The plurality of inclined surfaces included in the plurality of blocks are aligned side by side on one line extending in the first direction. Each of the plurality of blocks has a plurality of fine grooves provided to the inclined surfaces. The plurality of fine grooves are arranged side by side in a second direction perpendicular to the first direction with gaps therebetween, and extend from the upstream side to the downstream side in the first direction. The plurality of fine grooves extend at the same depth from the upstream side to the downstream side in the first direction on the inclined surfaces.
