A support arm component and a ball head having the support arm component. The support arm component (100) comprises: a first arm (1), a second arm (2) partly inserted in the first arm (1) and capable of moving telescopically relative to the first arm (1), and a holding apparatus (3) fixing the first arm (1) and the second arm (2). The holding apparatus (3) comprises a holding guide element (31) sleeved on the second arm (2) and a holding element (32) mounted on the holding guide element (31) and used for holding tight the holding guide element (31) so as to fix the second arm (2) and the first arm (1). The support arm component of the present invention is capable of implementing the effect of adjusting the length of the support arm component by adjusting the positions of the first arm and of the second arm and then fixing with the holding apparatus. With the support arm component mounted on the ball head, the size of the ball head can be adjusted on the basis of photographing devices of different sizes, thus allowing the ball head to be applicable to the photographing device of different sizes, and increasing the versatility of the ball head.
