This state determination device determines an abnormal state of an electronic control device mounted on a vehicle, the state determination device comprising: an out-of-vehicle communication monitoring unit which monitors the presence/absence of communication between the electronic control device and the outside of the vehicle; a code verification unit which executes code verification for the electronic control device; a device abnormality monitoring unit which monitors the presence/absence of the occurrence of an abnormality in the electronic control device; and an abnormality cause determination unit which determines the cause of the abnormality, wherein the abnormality cause determination unit identifies the cause of the abnormality on the basis of the presence/absence of communication, the result of code verification, and the presence/absence of the abnormality.
