Disclosed are a spray washing apparatus, a method for implementing oscillating spray washing, and a smart toilet. The spray washing apparatus is used for gluteal washing and/or bidet washing for women, and comprises a spray washing mechanism, which comprises a spray washing body and a spray rod that can be telescopically arranged on the spray washing body in a preset direction; and further comprises a positioning seat and an oscillating driving mechanism. The spray washing body may be rotatably arranged on the positioning seat around an axis of the spray rod, and is connected to the oscillating driving mechanism, so that the oscillating driving mechanism drives the spray washing mechanism to rotate and oscillate about the axis of the spray rod. According to the present invention, a specific spray pattern can be outputted by means of rotating and oscillating to improve the flushing experience. In addition, the oscillating driving mechanism employed in the present invention is a mechanical transmission mode instead of a vibration driving mode, which can solve the problem of existing components being easily loosened and dislocated when the vibration driving mode is used.
