A flow rate control apparatus according to the present disclosure comprises: an engine; an actuator for performing an operation; and a hydraulic pump for hydraulically driving the actuator. In addition, a hydraulic control apparatus according to the present disclosure comprises: a transmission which is disposed between the hydraulic pump and the engine, and provides a function of controlling the number of revolutions when power is transmitted from the engine to the hydraulic pump; and an ECU in which the torque (T1) and number of revolutions (N1) required according to an operation mode of construction equipment are set, and which controls the hydraulic pump, the engine, and the transmission. The flow rate control apparatus and method according to the present disclosure is configured to improve the fuel efficiency of an internal combustion engine at the same horsepower by controlling the torque and the number of revolutions of the engine, and to maintain hydraulic performance, output by a hydraulic pump, by compensating for a reduction in the discharge flow of the pump, which results from the control of the torque and the number of revolutions, using the transmission.
