A rotating shaft assembly (22), comprising a bushing (222), a second shaft (223), a flexible circuit board (26). The bushing has an inner cavity; a channel (223d) is formed on the second shaft; a portion of the second shaft is located in the inner cavity and is rotatably connected to the bushing; the other portion of the second shaft is located outside the inner cavity; the flexible circuit board comprises a first electrical connecting end, a mounting portion (262), and a second electrical connecting end; the mounting portion is located between the first electrical connecting end and the second electrical connecting end; both the first electrical connecting end and the second electrical connecting end are located in the inner cavity; the mounting portion comprises a wound portion and a laminated portion that are connected; the wound portion is wound on the portion of the second shaft located in the inner cavity; and the laminated portion is laminated, and at least a portion of the laminated portion is accommodated in the channel of the second shaft. An electronic device comprising the rotating shaft assembly. The electronic device can use a rotating shaft structure to realize signal transmission between two portions of the electronic device.
