A rotary control valve, comprising an upper valve body (10), a lower valve body (20), and a valve core (30) rotatably provided between the upper valve body (10) and the lower valve body (20) about its shaft axis, wherein two sets of valve passages and two sets of valve open circuits are arranged on the valve core (30); each set of valve passages comprises two through holes (302) axially penetrating the valve core (30) and a communication passage (303) through which the two through holes (302) are transversely communicated with each other; each set of valve open circuits comprises two blind holes (304) and a transverse passage (305) through which the two blind holes (304) are transversely communicated with each other; and openings of the blind holes (304) face the upper valve body (10); every certain angle the valve core (30) rotates, the working status of the control valve can be switched. Thus, the control valve can correspondingly output vacuum and pressure, or enable a vacuum inlet (101) and a pressure inlet (102) to communicate with each other so as to realize a pressure balance, or exchange the output vacuum and pressure. The control valve is compact in structure, accurate in control, stable in reversing and relatively low in noise, and can be extensively applied to daily use of small-sized medical apparatus and instruments such as an oxygenerator.
