A radio base station for transmitting re-transmission data during handover or normal data in a reduced transmission time thereby to ensure a transmission allocation time. The radio base station comprises a buffer for holding communication data to be transmitted to a terminal, an extraction section for extracting a communication request signal from the received signal, and a scheduler section for controlling transmission of the communication data according to the output signal from the extraction section. The scheduler section controls the buffer so that the priority of data transmission to the terminal to be hand-overed is raised to transmit data preferentially before the hand-over when the scheduler detects a handover request. A mobile communication method is also disclosed.
