[Problem] To provide a manufacturing method whereby it is possible to obtain, at a low cost, a raceway ring for a roller bearing that ensures hardness of not only a rolling element guide surface, but also the surface of a prescribed location offset from the rolling element guide surface. [Solution] This manufacturing method comprises: a step for obtaining a base material (12); a step for forming, by means of laser cladding on any one surface among an outer peripheral surface, inner peripheral surface, and side surfaces on both sides in the axial direction of the base material (12), build-up layers (13a), (13b) made of a metal material having a hardness which is greater than a section of the base material (12) offset from a cured layer (14); a step for forming surface layer portions of rolling element guide surfaces (8), (9) by performing finish processing on the surfaces of the build-up layers (13a), (13b); and a step for forming the cured layer (14) by means of laser quenching along the entire circumference on the surface layer portions including at least a part of the section of the surface of the base material (12) covered by the build-up layers (13a), (13b).
