A pull-up switching valve and a water outlet device. The pull-up switching valve comprises: a switching valve main body, a switching shaft, and a limiting member, wherein the switching shaft is located in a through hole, and a body portion of the switching shaft is provided with a first sealing portion close to a first end and a second sealing portion close to a second end, the diameter of the first sealing portion and the diameter of the second sealing portion being greater than that of the body portion; the second sealing portion is provided with a first Y-shaped sealing ring and a second Y-shaped sealing ring, which have openings facing each other; when the switching shaft is located in a pull-up position, the second sealing portion moves to the side close to a mounting hole, a water inlet is in communication with a through hole in the side of the second sealing portion facing a first water outlet, and a second water outlet is in communication with a through hole in the side of the second sealing portion facing the mounting hole; and when the switching shaft is located in a pressing position, the water inlet and the second water outlet are simultaneously in communication with the through hole in the side of the second sealing portion facing the mounting hole, and the second sealing portion blocks the first water outlet. The pull-up switching valve achieves smooth switching without jamming.
