A planetary transmission device comprising a displacement planetary carrier system, consisting of a displacement planetary carrier system (10), a slewing bearing having double internal-toothed rings, at least three planetary gears (106) and a sun gear (3). The inner wall of said slewing bearing is in the form of at least two layers of ring steps; a ring step having a small inner diameter is located at one end in the axial direction of an inner ring of said slewing bearing; at least part of the inner wall of the inner ring of said slewing bearing and the inner wall of the ring step having a small inner diameter of an outer ring of said slewing bearing are respectively provided with internal-toothed rings; the two internal-toothed rings are concentric with the rotating axis of said slewing bearing; the internal-toothed rings of the inner ring and outer ring of said slewing bearing are both meshed with the planetary gears, and the sun gear is meshed with the planetary gears; the inner wall of a slewing bearing outer ring assembly and the inner wall of a slewing bearing inner ring part (2) are combined to form a hollow bearing raceway. Also provided is a planetary transmission device which is not provided with a sun gear but uses a planetary carrier driving part (18) to drive an elastic planetary carrier (101).
