According to the present invention, a pipe insulating device comprises: a semicylinder-shaped first insulating material and second insulating material for covering the widthwise one side and other side of a pipe; a first finishing cover and a second finishing cover for covering the outer surfaces of the first insulating material and the second insulating material; a first protective sheet and a second protective sheet for covering the portions, which are not covered by means of the first finishing cover or the second finishing cover, of the surfaces of the first insulating material and the second insulating material; a coupling means for coupling the first finishing cover and the second finishing cover; and a vibration-proofing means comprising an outer pipe extending toward the center of the pipe from the inner surfaces of the first finishing cover and the second finishing cover, an inner pipe of which the longitudinal one end is inserted into the outer pipe and of which the longitudinal other end is mounted on the first protective sheet and the second protective sheet, and an elastic body which is formed in the shape of a coil spring for surrounding the outer peripheral surfaces of the outer pipe and the inner pipe and of which both longitudinal ends are mounted on the first finishing cover and the first protective sheet or mounted on the second finishing cover and the second protective sheet.
