A phosphorus-free surface treating agent used before cold rolled plate powder coating. Each liter of the surface treating agent comprises the following components by weight: 50 to 80 g of waterborne epoxy resin, 15 to 20 g of silane-modified graphene oxide, 20 to 30 g of triethanolamine, 5 to 10 g of monoethanolamine, and the balance being water. A cold-rolled steel plate treated with the surface treating agent has a good inter-process anti-rust performance, can also effectively improve the adhesive force between a base material of the cold-rolled steel plate and a subsequent paint film, thereby greatly improving the neutral salt mist performance and cyclic corrosion resistance of the cold-rolled steel plate.
