Provided are a panel lamp and a smart panel lamp. The panel lamp comprises a frame (1), a diffusion plate (3), a light guide plate (4) and light source plates (2). The frame (1) is provided with a front opening (11). The diffusion plate (3) covers the front opening (11). The light guide plate (4) is disposed inside the frame (1), and outer peripheral sides of the light guide plate (4) directly face inner peripheral sides of the frame (1), with gaps being formed therebetween. Each of the light source plates (2) comprises a plate body (21) and lamp beads (22). The lamp beads (22) are divided into several lamp bead units (23) successively arranged along the plate body (21). Each of the lamp bead units (23) comprises a lamp bead R (224), a lamp bead G (223) and a lamp bead B (225) that are independent of one another. The plate body (21) of the light source plate (2) is attached to the inner side of the frame (1), and a side, provided with the lamp beads (22), of the plate body (21) faces the light guide plate (4). The panel lamp and the smart panel lamp can reduce the loss of light and have a high emergent light intensity.
