The present invention relates to a paint for an oriented silicon steel surface coating. The paint comprises: phosphate; colloidal silica; and at least one of vanadate selected from Ce, Mn, Co, Cu or Fe. The paint does not comprise Cr. The present invention further relates to oriented silicon steel having a surface coating formed from the paint. The present invention further relates to a manufacturing method for the oriented silicon steel having a surface coating formed from the paint. The paint of the present invention does not comprise chromium. The coating formed from the paint can still provide sufficient moisture absorption resistance and apply sufficient tension to the oriented silicon steel sheet while protecting the environment, so that iron loss and magnetostriction of the oriented silicon steel are further reduced, and a high-quality transformer iron core material is obtained.
