Abstract:
This non-oriented electromagnetic steel sheet is provided with a base material steel sheet and an insulative film that is formed on surfaces of the base material steel sheet, wherein: the insulative film chiefly consists of a metal phosphate, an organic resin, and a water-soluble organic compound; the metal phosphate at least contains aluminum as a metal element; the organic resin has an SP value in a range of not less than 18.0(MPa)0.5 but less than 24.0(MPa)0.5; the water-soluble organic compound has an SP value in a range of not less than 19.0(MPa)0.5 but less than 35.0(MPa)0.5; and, when measurement based on an X-ray diffraction method is performed on the insulative film, the degree of crystallinity of aluminum phosphate calculated from a peak ascribed to a metal phosphate is 0.5-5.0%.
