A lower adapter of a valve control device according to the present invention comprises: a sleeve housing made of a cylindrical piece, having a rectangular hollow allowing a yoke sleeve to penetrate in a central region of the piece, and having guide parts which surround the hollow of the piece and face each other; first and second sleeve rotation restraint pieces positioned between one guide part and the other guide part in the sleeve housing and intermittently contacting the yoke sleeve; first and second rotation members positioned between the first and second sleeve rotation restraint pieces to surround the yoke sleeve and passing through the first and second sleeve rotation restraint pieces to be rotatably fixed to one guide part and the other guide part; first and second bumper plates accommodated in the sleeve housing to be positioned around the one guide part and the other guide part and partially inserted into the one guide part and the other guide part to contact the first and second rotation members; an interlocking connection pipe coupled to the sleeve housing to contact the first and second bumper plates, and extending from the sleeve housing toward an interlock body to be inserted into the interlock body.
