Abstract:
This image encoding device comprises: a filtering process unit that generates a first image by performing a filtering process on an input image; and an encoding process unit that generates a bit stream by performing an encoding process on the first image and that transmits the bit stream to an image decoding device. The filtering process unit has a plurality of filters of different types, and on the basis of usage information indicating an image usage on the image decoding device side, selects one of the plurality of filters and applies the one filter to the input image.
