Abstract:
The present invention more accurately generates screen-external pixels of a reference frame that is used in inter prediction in a zoom scene or similar, and improves coding efficiency. The present invention includes: a prediction unit that generates a predicted image for an attention block within a first frame of a coding target, by referring to a second frame that was coded before the first frame; a coding unit that codes attention block prediction error data with regard to the predicted image; an interpolation unit that, when a pixel that is outside of the boundary of the second frame is to be referenced, uses pixels of a third frame that was coded before the second frame to interpolate the pixel that is outside of the boundary of the second frame; and a conversion unit that changes the resolution of a frame that is prior to the first frame.
