The present invention relates to the technical field of large face shovel type mining excavators, and disclosed are a hydraulic face shovel operation apparatus, a control method, and an excavator. The hydraulic face shovel operation apparatus comprises a boom, a boom cylinder, a guide wheel, a moving pulley, a rope, an arm, sliding block supports, an arm cylinder, a bucket, and a bucket cylinder. In the design of the present invention, the arm cylinder drives the arm to slide relative to the sliding block supports, thereby achieving pushing excavation and retraction of the bucket; the boom cylinder pulls the rope by means of the moving pulley and a fixed pulley to lift and lower the arm and the bucket, and the boom does not need to swing up and down during excavation and unloading, such that the weight of a moving component is greatly reduced, energy consumption and single-side costs are reduced, and the use economy of hydraulic face shovels is improved.
