This hollow shaft member 10 is provided with: a pair of reduced-diameter sections 11 that are respectively formed on both axial end sections of a tubular material having a hollow shaft shape by performing swaging on the on both axial end sections; and an intermediate section 12 disposed between the pair of reduced-diameter sections 11 and having a larger diameter than the outer diameters of the pair of reduced-diameter sections 11. In addition, the shapes of the connection boundaries between the intermediate section 12, and the reduced-diameter sections 11 are formed as perpendicularly step-down shape sections 13 that step down at a substantial right angle with respect to the axial direction, the step-down shape sections 13 being formed by a swaging process. Due to the configuration, it is possible to provide a hollow shaft member for a rolling device having a reduced weight.
