Provided are a harmonic gear apparatus (1) and an actuator (100) the reliability of which do not easily decline. The harmonic gear apparatus (1) comprises a rigid inner gear (2), a flexible outer gear (3), and a wave generator (4). The wave generator (4) is provided with a non-circular cam (41), which is driven to rotate by using a rotary axis (Ax1) as the center; and a bearing (42), which comprises an outer ring (421) and a plurality of rolling bodies (423) and which is assembled to the outer side of the cam (41). Along with the rotation of the cam (41), the flexible outer gear (3) is deformed, so that part of outer teeth (31) mesh with part of inner teeth (21) and so that the flexible outer gear (3) performs relative rotation, according to the difference in the number of teeth between the flexible outer gear (3) and the rigid inner gear (2), relative to the rigid inner gear (2). At least one among the outer ring (421) and the outer teeth (31) of the flexible outer gear (3) are provided with a through hole (H1), the through hole (H1) running through in the radial direction and being connected to a gap between the outer ring (421) and the flexible outer gear (3).
