A folding apparatus and an electronic device. The folding apparatus comprises a main shaft (210), connecting members (230), and linkage members (240). The main shaft (210) and the connecting members (230) are arranged in the axial direction perpendicular to the main shaft (210); the main shaft (210) and each connecting member (230) are rotatably connected by means of at least part of the linkage member (240); each linkage member (240) comprises a first end (241), and the first end (241) is rotatably connected to the main shaft (210); a first cam (221) and a second cam (222) are movably provided on the main shaft (210); the first cam (221) and the second cam (222) are respectively located on two opposite sides of the first end (241) along the axial direction of the main shaft (210); the first cam (221) and the second cam (222) are both engaged with the first end (241); the engaging area between the first cam (221) and the first end (241) is greater than the engaging area between the second cam (222) and the first end (241), and a first friction force between the first cam (221) and the first end (241) is greater than a second friction force between the second cam (222) and the first end (241). Adding a friction force between the first cam (221) and the first end (241) can improve a hovering effect of the folding apparatus at any angle.
