The present invention relates to a foamable filling tool comprising a foamable member and disposed in a hollow structure member. The foamable filling tool of the present invention comprises: a carrier member comprising a through hole and a mounting portion where the foamable member is attached; a cover part which is large enough to block the through hole; a biasing part biasing the cover part; and an opening and closing member which may be mounted on the carrier. When the opening and closing member is mounted on the carrier, the biasing part is deformed elastically and biases the cover part so that the cover part comes into contact with a seat part disposed at an edge of the through hole of the carrier.
