Provided is a flow restrictor that can detect the state when a flow channel is fully closed even with no lead line, etc., for detecting the state when the flow channel is fully closed. A flow restrictor (1) comprises a valve body (49) that opens and closes fluid flow channels (61, 62) provided to a body (60), and an actuator part (3) that causes the valve body (49) to move, the actuator part (3) having: a driving motor (10); a slider (30) moved by the rotation of the motor (10); a tubular body (40) attached to the slider (30); and a shaft (47) that works in coordination with the tubular body (40), the valve body (49) being fixed to the distal end of the shaft (47). The motor (10), which is a stepping servo motor, has a pressing control function to cause the valve body to move in a closing direction while the torque value is equal to or less than a continuous rating torque until reaching or exceeding a set value due to a closed loop enacted by a signal of an encoder, and a closed position is sensed by the pressing control function.
