A flow regulating disc and a medical oxygen regulating valve. The flow regulating disc comprises a rotating plate (10) used for regulating a flow, and a rotating shaft (30) driving the rotating plate (10) to rotate. The rotating plate (10) comprises multiple regulating layers layered and sleeved on the rotating shaft (30), the multiple regulating layers comprising a flow regulating layer (12) and a base layer (13), sequentially arranged along a gas flow direction. The flow regulating layer (12) is provided with multiple flow regulating holes (121) of different sizes, the flow regulating holes (121) being provided along a rotation direction of the rotating plate (12). The base layer (13) is provided with gas through holes (131) at positions corresponding to each flow regulating hole (121), and an aperture of each gas through hole (131) is greater than that of the flow regulating hole (121). The flow regulating holes (121) are in communication with the gas through holes (131), forming gas passages. The thickness of the flow regulating layer (12) is less than 0.3 mm. The flow regulating disc has accurate oxygen flow control, relatively low abrasion and a long service life, and is simple to process and convenient to assemble.
