The present invention provides a flame-retardant wrapping sheet and a flame-retardant wrapping package. Specifically, the flame-retardant wrapping sheet comprises a fiber fabric, and a curable polyurethane prepolymer applied on the fiber fabric. The curable polyurethane prepolymer is prepared by polymerizing a curable composition comprising the following components: an isocyanate; a polyether polyol; and expanded graphite, wherein based on the total weight of the curable composition being 100%, the expanded graphite accounts for 10-30 wt%, and the molar ratio of isocyanate groups from the isocyanate to hydroxyl groups from the polyether polyol in the curable composition is in a range of 3.8-6.0. Based on the total weight of the flame-retardant wrapping sheet being 100%, the curable polyurethane prepolymer accounts for 46-65 wt%. The flame-retardant wrapping sheet can be used for protecting cables or joints thereof, is particularly suitable for mounted bent cables, has good constructability, and has good flame-retardant and mechanical properties after curing.
