Provided are a fan yaw hydraulic brake and a braking system. The fan yaw hydraulic brake comprises an upper clamp body (9) and a lower clamp body (10), which are oppositely and vertically arranged, at least one brake piston cylinder (1, 2) is provided in each of the upper clamp body (9) and the lower clamp body (10), the two brake piston cylinders (1, 2) are communicated by means of a connecting pipeline (13), an oil admission end of a first brake piston cylinder (1) in the upper clamp body (9) is communicated with a first oil inlet (7.1) on the upper clamp body (9), and an oil discharging end of a second brake piston cylinder (2) in the lower clamp body (10) is communicated with a damping control loop and a pressure relief control loop, which are connected in parallel in a brake pressure control valve group fixedly mounted on a side wall of the lower clamp body (10).
