Abstract:
In the present invention, a communication control device comprises at least one processor that executes: collecting sensor measurement information through a mobile communication network by a measurement information collection unit; analyzing the measurement information by a measurement information analysis unit at least during normal time when no emergency has occurred; detecting an emergency by an emergency detection unit on the basis of the measurement information; performing emergency calling based on the emergency by an emergency calling unit through the mobile communication network before the analysis of the measurement information by the measurement information analysis unit is completed; and causing an emergency handling standard providing unit to provide an emergency handling standard, which relates to the emergency for receiving the emergency calling, to an emergency handing organization through the mobile communication network (FIG. 3).
