The embodiments of the present application belong to the technical field of cleaning. Provided are an eccentric rotating device, a cleaning floor brush and a cleaning apparatus. The eccentric rotating device is applied to a cleaning apparatus, and comprises a first rotating assembly, an actuating member, a second rotating assembly and an actuated member, wherein the first rotating assembly has a first rotation center line, and the first rotating assembly can rotate around the first rotating center line; the actuating member is arranged on the first rotating assembly; the second rotating assembly has a second rotation center line, which is disposed spaced apart from the first rotation center line, and the second rotating assembly can rotate around the second rotation center line; and the actuated member is arranged on the second rotating assembly, and the actuating member can abut against the actuated member, such that the first rotating assembly can drive the second rotating assembly to rotate. The eccentric rotating device, the cleaning floor brush and the cleaning apparatus in the embodiments of the present application can make it relatively convenient to install the eccentric rotating device.
