Disclosed is a double-deflection circumferential driver, comprising an input shaft (1), a single-path commutator, a double-path deflector, a hybrid planetary row, a steering support, and an output shaft (15), wherein the input shaft (1) is connected to a power device; the single-path commutator converts one rotation into two rotations which have the same rotation speed and are opposite in direction; the two-path deflector is provided with two bevel gear pairs, with the one-way deflection torque generated by a first driving bevel gear (7) for a first driven bevel gear (9) and the one-way deflection torque generated by a second driving bevel gear (8) for a second driven bevel gear (10) being the same in magnitude and opposite in direction; the hybrid planetary row combines two homodromous rotating speeds of an inner shaft and an outer shaft of a homodromous rotating sleeve shaft into an output shaft rotating speed; the steering support is controlled to revolve; and the output shaft (15) is connected to a power use apparatus. A control device drives the steering support to revolve, the control torque is small, the control device is small, the rotation and revolution of the output shaft do not interfere with each other, and the transmission torque is large.
