This device 1 for manufacturing no-wash rice comprises at least a grain milling part 3 for mixing/stirring rice grains and water and performing underwater milling, wherein: the grain milling part 3 includes, from the upstream side of the grain milling part 3, a first added water conveying part, a first rice washing part, a suction dewatering part, a second added water conveying part, and a second rice washing part; and the second added water conveying part is supplied with bubble water.
