The present invention provides a communication control device comprising at least one processor that identifies, by a communication cell identification unit, a peripheral communication cell in which is located a moving mobile station that can communicate with a communicator and provides, by a connection control unit, control of achieving a state in which the communicator within a mobile communication cell provided by the mobile station can connect to both of this mobile station and a peripheral base station that provides a peripheral communication cell. The connection control unit may provide control of achieving a state in which the communicator within the mobile communication cell can connect to the mobile station and the peripheral base station at the same time. The connection control unit may provide control of achieving a state in which the communicator within the mobile communication cell can communicate via an aggregated carrier wave obtained by aggregating a carrier wave of the mobile station and a carrier wave of the peripheral base station (FIG. 2).
