Abstract:
[Problem] To provide a communication control device, a communication control method and a computer program for effectively increasing a frequency utilization efficiency. [Solution] A communication control device according to the present disclosure comprises: a communication unit which, on the basis of a right to use radio waves preferentially, communicates with at least one first to N-th communication device, using first to N-th channels among a plurality of channels as primary channels, and with a different channel to the first to N-th channels allocated as a secondary channel; a detecting unit for detecting that the radio waves have been used by a protection target system in at least one target channel among the first to N-th channels; and a processing unit which, if use of the radio wave has been detected in the target channel, performs processing to transfer a usage channel of a target communication device that uses the target channel among the first to N-th communication devices as the primary channel, to the secondary channel, on the basis of a usage condition for the secondary channel allocated to the target communication device.
