A buffered and turned cut-off type shaving system, comprising a cutter head framework, a cutting component, a left fixing member and a right fixing member, wherein the cutting component is located in an accommodating space of the cutter head framework, the left fixing member and the cutter head framework clamp a left end of the cutting component, and the right fixing member and the cutter head framework clamp a right end of the cutting component; and the cutting component comprises an elongated metal supporting body having a thickness of 0.1016-0.3286 mm, and an elongated metal blade, a cutting edge of the metal blade faces a front side wall of the cutter head framework, and free sections of the metal blade and the metal supporting body that are located between the left fixing member and the right fixing member are suspended in the accommodating space. During shaving, the free sections of the metal blade and the metal supporting body that are located between the left fixing member and the right fixing member are bent backwards in an arc shape due to blocking of hair, and thus the hair is cut off by the free section of the metal blade that is bent in an arc shape, so as to reduce skin irritation and improve the shaving comfort. In addition, further disclosed in the present application is a shaving method.
