This boiler control device is for controlling a boiler that combusts a carbon fuel and ammonia in a furnace, and comprises an index-parameter acquisition unit, an operation-parameter-adjustment-amount calculation unit, and an operation-parameter adjustment unit. The index-parameter acquisition unit acquires an index parameter for evaluating an air ratio for each of a plurality of regions each corresponding to a plurality of pairs of ejection nozzles. The operation-parameter-adjustment-amount calculation unit calculates an adjustment amount for at least some of a plurality of operation parameters correlated with the air ratios of the plurality of regions such that the air ratios of the regions evaluated on the basis of the index parameters uniformly approach each other. The operation-parameter adjustment unit adjusts at least some of the plurality of operation parameters on the basis of the adjustment amount.
