The present invention discloses an apparatus of realizing user switching between IP network and PSTN network, includes: user terminal, user line interface circuit, detecting circuit, PSTN port, IP network interface circuit and action unit. The present invention also disclosed a method of realizing user switching between IP network and PSTN network, the method can control action unit by control signal from CPU, and complete the user switching between IP network and PSTN network. The apparatus and the method can realize user switching between IP network and PSTN network, and realizing selection of network for user, and achieving backuping user communication under fault status. Accordingly, the present invention increases satisfaction of user, and increases ability of competition of corporation.
