The water floating cover comprises two or more layers joining at least a surface protection layer on a base material. Bulk specific gravity of 1 g/cm3 is used as the surface protection layer, and the base material is composed of moisture-free closed cell porous bodies. A water shielding member is not needed on the outer periphery.
