To make compact the whole of a waste heat recovering boiler by restraining local temperature rise by flattening temperature distribution in heat transfer tubes and simultaneously shortening flame of a stabilizing burner.
It is possible to restrain local temperature rise of a group of the existing heat transfer tubes 5 on the back stream side of the burner 1 by promoting mixing of exhaust gas 3 flowing in the neighborhood of the burner 1 and fuel and shortening the flame even a lower oxygen circumstance than the air by providing more than two stages of heat shielding members (heat transfer tube groups 14, 15 for heat shielding 14, 15 or a baffle plate 7) in the main stream direction 36 between the burner 1 and heat transfer tube surfaces B of the heat transfer tube group 4 or between the burner 1 and a heat transfer tube surfaces A of the heat transfer tube group 5 on the back stream side of the burner 1 by arranging it zigzag. It is also possible to restrain local temperature rise of the existing heat transfer tube groups 4, 5 while restraining temperature rise of the heat transfer tube groups 14, 15 by adjusting temperature and a flow rate of the tube fluid so that tube surface temperature of the heat transfer tube groups 14, 15 becomes sufficiently low.
