A sampling pipe 14 of a sampling valve 10 is moved in the vertical direction by a cylinder 38. When the sampling pipe 14 is moved downward, a sample intake 16 is opposed to stored samples 20 and samples can be extracted. Because the sample intake 16 is opposed to a washing water flow passage 60 when the sampling pipe 14 is moved upward, washing water is delivered from a washing water supply port 62 of a washing pipe 58 into the washing water flow passage 60. Because washing water flows from the sample intake 16 into the sampling pipe 14 and outflows from a sample discharge port 22, all at the inside of the sampling pipe 14 can be washed. In an also sample extracting device 12 using the sampling valve 10, a state that air and impurity are not mixed into samples is always maintained and samples can be stably extracted.
