To reduce force which is necessary for opening a valve, make a manual valve, a solenoid valve, and an opening/closing valve in common with each other, and improve reliability by applying force to a cone secondary extending part of a diaphragm valve from a diameter direction, and opening/closing the diaphragm valve with a manual valve without opening a pilot hole.

In the case where a solenoid valve is not opened/closed by power-cut and the like, an upstream side of a bypass flow path 14 becomes a primary side water supplying passage, and the downstream side becomes a secondary side water supplying passage, when a manual operating part is operated. In a diaphragm valve 17, a cone 34 having a pilot hole 33 is fixed to a center part of the diaphragm 32. Furthermore, the diaphragm 32 is seated on the valve seat 16, and it is stopped that water flows from the primary side water supplying passage to the secondary side water supplying passage.
