To provide a valve device which can be attached to a storage container to restrict conduction of a fluid and achieve downsizing even if the valve device includes a relief valve for releasing excessive pressure larger than a predetermined pressure, and to provide a gas consuming unit.SOLUTION: A relief body 41 is formed into a ring shape fitted on a cylindrical body part 13 so as to move forward or rearward along an axial direction L in a cover part 30. A valve device is provided with: a relief spring 42 which biases the relief body 41 to the base end side Lb with a biasing force of a predetermined pressure or lower; two O rings 4 which are spaced apart from each other in the axial direction L and seal a space between the cylindrical body part 13 and the relief body 41; and a third passage R3 which allows a space between the two O rings 4 in between the cylindrical body part 13 and the relief body 41 and the first passage R1 to communicate with each other. An effective area of the O ring 4b at the base end side Lb is formed wider than an effective area of the O ring 4a at the tip side Lf.SELECTED DRAWING: Figure 6
