When a knob 13 is pressed down against a return spring 11 from a water cut-off condition, an operation rod 18 lowers, and a pilot valve 19 integrated with the operation rod 18 also lowers and leaves a valve seat. As a result, since pressure in a pressure chamber P is equal to pressure on the primary side, water in the pressure chamber P passes through a pilot hole in a pipe member 20 and flows into a flow-out port 3 on a secondary side to let the pressure escape. When pressure in the pressure chamber P escapes onto the primary side and the pressure in the pressure chamber P is reduced, the main valve 14 rises due to the pressure on the primary side. As a result, the main valve 14 leaves the valve seat 16, and a water passing passage is opened. Since the fixed flow rate valve 23 is arranged in the water passing passage, fixed amount of water flows from a flow-in port 2 into the flow-out port 3 by the fixed flow rate valve 23.
