CONSTITUTION: An inner rotor 2 and an outer rotor 3 engage with each other in trochoidal shape, and a pump room 5 is eccentric to the axis of an output means, so when the inner rotor 2 rotates by the driving means, the outer rotor 3 rotates in the same direction as the inner rotor 2, while changing the volumes of the oil chambers 6 and 7 between it and the inner rotor 2, and the oil in the pump room 5 flows into a valve from the oil inlet of a flow control valve 8. At this time, if it is controlled to reduce the opening area of the oil outlet of the flow control valve 8, the pressure of the oil discharged from the pump room 5 enlarges, and the rotational resistance of the outer rotor 3 enlarges, and the rotation is transmitted to an output means through a body 24. Accordingly, in relation to the high-speed revolution of the inner rotor by the driving means, the output means can be rotated at a lower speed.
