PROBLEM TO BE SOLVED: To provide a technology that has high safety and allows energy securement.SOLUTION: The present invention provides: an apparatus that generates power by crushing a radioactive waste, forming it in a tabular shape, and attaching a semiconductor or photovoltaic element to both side surfaces of it; an apparatus capable of collecting, from contaminated soil, a radioactive material as fluoride strontium or fluoride plutonium using fluorine; and a shield material formed by melting cadmium or gadolinium, and spraying, with hot blast by an atomizer, fine particles of the molten product to a material intended to be protected from neutron such as fiber or cloth.SELECTED DRAWING: None
