PURPOSE: A volumetric pump and a volumetric fluid machine comprising the same are provided to continuously perform pump operation and to reduce the manufacturing cost. CONSTITUTION: A volumetric pump comprises a casing(30c), a rolling cylinder(30b), a rotational piston(30a), and a rotation regulator. The casing comprises a casing room(30c4). The rolling cylinder comprises a pump groove and is installed in the casing room to be able to rotate. The rotational piston is loosely inserted into the pump groove to divide the pump groove to form two pump rooms. The rotational piston or the rolling cylinder makes pivotal movement or rotational movement by a driving source. The rolling cylinder is installed to be able to rotate around the rotary shaft of the cylinder with respect to the pivotal shaft of the piston which is the central shaft of the pivotal movement of the pivotal piston and the pump groove is linearly extended by crossing with the rotary shaft of the cylinder which is the central shaft of the rotational movement of the rolling cylinder. The pivotal piston is arranged to be able to reciprocate in the pump groove and to make rotation with respect to the pump casing and the pivotal radius of the pivotal piston is the same to the eccentricity of the rolling cylinder approximately. The rotation regulator maintains the pivoting of the pivotal piston and the rotation of the rolling cylinder and regulates the pivoting speed of the pivotal piston as two times of the rotating speed of the rolling cylinder.
